MEMO
TO: NCAA Certification Committee Members
FROM: Richard L. Byyny, M.D.
Chancellor
RE: NCAA Certification Second Cycle
I would like for you to serve on the Boulder campus committee for NCAA Athletic Certification: Second Cycle. This self-study is a priority for the University of Colorado, and the entire institution ? not just the Athletic Department ? is responsible for its completion.
This campus NCAA Certification Committee will conduct a year-long self-study under NCAA guidelines, commencing with an orientation visit by an NCAA staff member on January 26, 2004. The process will culminate with a Peer Review visit in April 2005 and a certification decision by the NCAA later that year. The campus NCAA Certification Committee will evaluate all aspects of the Athletic Department’s activities, policies and procedures and develop action plans to guide the department’s efforts to fulfill its certification requirements and “Athletics’ 2010” strategies. The NCAA Certification Committee’s report will be published and comments will be requested.
The campus NCAA Certification Committee will be comprised of a Steering Committee and four distinct sub-committees. The Steering Committee, chaired by Vice Chancellor Ron Stump, will oversee the year-long process. Karen Morrison, Associate Athletic Director, will serve as the campus’s liaison to the NCAA and chief report writer. The Steering Committee will identify methods (e.g., interviews, student-athlete forums, student-athlete advisory committee involvement) to ensure student-athlete involvement in the self-study process. The four sub-committees are: Governance and Commitment to Rules Compliance; Academic Integrity; Fiscal Integrity; and Commitment to Equity, Student Welfare, and Sportsmanship. These sub-committees will review the Athletic Department’s compliance in these areas as mandated by the NCAA. Sub-committees will be actively involved through regular communication, periodic meetings and timely reports to the Steering Committee. Additional study groups may be established as needed.
Attached is a timeline, the itinerary for the January 26 meeting, and a list of committee members. Please note that you are invited to a meeting of the full committee with the NCAA representative from 8:30 a.m. to 10:00 a.m. on January 26. The purpose of the orientation visit is to review:
1. The purpose and format of the certification program.
2. The institution’s activities already conducted in preparation for the orientation visit.
3. The self-study instrument.
4. Preparations for the peer evaluation visit.
5. Projected dates for the peer evaluation visit.
A website has also been established that will serve as an information source and document depository:

The website will offer Sub-committees the chance to review drafts of reports and data gathered during the process. It is password-controlled [CUBUFFS].
To help the Committee get started, you are asked to attend an organizational meeting on January 23 from 8:00 to 9:00 a.m. in Regent 302. At this meeting, you will receive a copy of the NCAA certification handbook and self-study instrument, as well as the campus’s written plan for conducting the self-study. In preparation for that meeting, you can review online:
